That is exactly the purpose of my amendment. The base bill would limit debate; my amendment would expand debate. The base bill would terminate discussion; my amendment would continue discussion. Of course we have to factor in the cost to industry, but we also have to factor in the benefits to public health, to the environment, to all these very important things. That is why organizations like the American Lung Association are so much in support of my amendment, because they want this open discussion on what the implications are of our actions on the public's health. Every family wants to know how it is going to affect that family. Of course we have to consider the cost to industry, but we also have to consider the benefit to public health for the American families.
