I have a high regard for the gentleman, as he well knows. We are not foreclosing any options. We are saying, very simply, we are making it clear that lands within the conservation area are to be managed in at least as protective a manner as they are right now. Secondly, we are stating clearly Congress' intent that the management plan overall only strengthen existing land protections. This can be revisited later. We may well be on the same page when we do so.
