“I would hope that the individual raising the point of order would accede to the very reasonable request advanced by our colleague, the gentleman from Vermont (Mr. Sanders), that the point of order at least be temporarily withdrawn so that we can discuss this issue in some detail on the floor. I think it is only fair and prudent that we request that the people's House work the people's will. The people's House cannot work the people's will if we have unyielding response from the committee of basic jurisdiction. And, believe me, I have the hardest time explaining to anyone why the dairy compact legislation is not germane to the farm bill; that it is off on another committee, the Committee on the Judiciary. Hard time explaining that. People think that the farm bill should deal with farm matters, and I certainly agree. The dairy compact will not cost the taxpayers a dime; not the Federal taxpayers, not the State taxpayers. What it does is allow farmers to help themselves. It gets away from the command and control notion that Washington is the source of all wisdom and should regulate everything and places faith and the fate of dairy farmers in the hands of State governments and the farmers themselves. And let me tell my colleagues that I have a lot more confidence in the farmers of America than I do a lot of bureaucrats in Washington, D.C.”
