let me ask my distinguished colleague, well, first of all let me give a preamble. I think the objective of the gentleman's amendment is sound. I think the concept is noble. I am wondering if the gentleman might ask that his amendment might be amended to have a preamble: ``It is the sense of Congress that,'' and continue on. That would make it consistent with previous endeavors advanced by the gentleman from Ohio.
