in 1988, Congress passed and the President signed into law a requirement that the Department of Defense report details of crimes, including rape and sexual assault, committed within their jurisdiction to the Federal Bureau of Investigation. However, the Department of Defense has failed to comply with this law. That means that there are thousands of crimes committed on base and off base by members of the armed services and others that are never reported to the FBI. My amendment provides $1 million to the Department of Defense so that they could collect and report these statistics. The money comes from the operation and maintenance budget. I hope that my amendment will be considered in the conference report.
