on September 14, 2006, I was unavoidably detained and missed rollcall votes 442 and 443. Rollcall vote 442 as on the Scott Amendment to H.R. 2965, ``The Federal Prison Industries Competition in Contracting Act.'' Rollcall vote 443 was on final passage of H.R. 2965, ``The Federal Prison Industries Competition in Contracting Act.'' As a lead sponsor of H.R. 2965, had I been present I would have voted ``nay'' on rollcall vote 442 and ``aye'' on rollcall vote 443. ____________________
