“I also would like to underscore the importance of this amendment. The beetle has struck two parks in the district that I represent. Once they infest the trees, they have to all be chopped down. They have been found three blocks from Central Park in New York, and we are trying mightily to keep it out of Central Park and from moving to the upstate forested area of New York State and moving to other States. We have to stop the beetle and spend as much money as it takes. Because once they infest a tree, the only alternative is to chop the tree down and all the trees in the surrounding area. It is a tremendous crisis of the environment in our neighborhood, and I strongly support the ranking member's statements and the gentleman's amendment.”
