“the basic principle behind the Presidential and Executive Office Accountability Act is that the Federal Government should be subject to the same laws and regulations as the private sector. Congress has already passed the Congressional Accountability Act. There is no reason why the executive branch should be exempt from laws which already apply to Congress and which were applied to the private sector long ago. It brings more accountability in two major areas, employment laws and financial management, to the White House. H.R. 3452 would apply to the Executive Office of the President 11 civil rights, labor, and workplace laws which already apply to Congress and the private sector. OSHA, the Americans with Disabilities Act, the Family and Medical Leave Act, the Civil Rights Act of 1964, these are only some of the landmark laws that would be covered under this bill. This bill would also establish remedies and procedures similar to those in the private sector for aggrieved employees. While the bill is far from perfect, the majority has worked with us to improve it, incorporating a number of amendments from the minority.”
