I applaud the gentleman from Connecticut (Mr. Shays) and the gentleman from Massachusetts (Mr. Meehan) for their distinguished and hard work that has brought this bill to the floor today. Mr. Chairman, many of my colleagues on the other side of the aisle have used the word ``hypocrisy,'' but the biggest hypocrite, the only hypocrite in this body today is anyone who votes against Shays-Meehan and for any of the poison pills or the substitutes that will send it, the bill that they are supporting, to the conference committee where it will certainly die and be killed in conference. Shays-Meehan has already passed the Senate. It has the fragile flower of consensus that has been worked out carefully, over 10 years. We have the best opportunity now in 10 years to pass meaningful reform, send it to the President, and he says he will sign it. If Members are serious about campaign finance, then vote for Shays-Meehan and show the American public that our government is not for sale.
