I rise in support of H.R. 6003, the Passenger Rail Investment and Improvement Act, authored by my friend and colleague, Chairman James Oberstar of Minnesota. As a New Yorker, I strongly support making travel easier, safer, and more affordable for my constituents and for all Americans who choose this method of travel. This bill mandates that preference be given to rail projects that have high levels of projected ridership and punctuality which will include the development of a high speed rail project between Washington and New York City. H.R. 6003 serves to improve not only the quality of service on the most popular rail line in the country, but also will increase the availability and accessibility of mass transit to individuals. In this era of skyrocketing energy costs and global warming, encouraging the development of efficient mass transit options is very important to improve our economy and protect our environment. As a frequent Amtrak user, I know how important it is for rail service in the Northeast Corridor to be in a constant state of 'good repair.'
