we have another session of Congress and another failed effort at campaign finance reform. The more things change, the more they stay the same. We could shrug our shoulders and give up or we could put our shoulders to the wheel and work on the only viable option left for this Congress, a comprehensive commission on campaign finance reform. I have introduced a bipartisan bill to do just that. It is modeled after Congressman Armey's Military Base Closing Commission. The Commission would consider all relevant aspects of campaign finance reform and present a comprehensive bill for an up-or-down vote on the floor. President Clinton, Speaker Gingrich and Senator Dole all have publicly endorsed the concept. Let us take advantage of this rare consensus. Mr. Speaker, it is either an independent commission or more of the same.
