The $1.7 billion that was added was to do door-to-door enumeration, door-to-door count because of the lawsuit that was brought by this body. That is what the $1.7 billion is. Actually to use modern scientific methods would be less costly and would actually save money. But because of this requirement from the lawsuit brought by the Republican majority on the apportionment between the States, there must be a door-to-door count on redistricting and the distribution of Federal funds. The use of modern scientific methods can take place which is a more accurate count and one that is less costly. It is unfortunate that we had to add $1.7 billion in addition for a count door to door which all the scientific data tells us will be less accurate.
