What is impossible is for any reasonable person to continue denying that Republicans are squandering millions of taxpayer dollars on this abusive effort to derail Secretary Clinton's Presidential campaign.

The bottom line is this is not working, and people are not incentivized to use it.

What you are really describing is a race to the bottom, an opportunity to bid virtually against yourself, taking a risk that may be inappropriate in the moment.

I think it is appropriate that we periodically review the efficiency of these programs and make improvements so that the reality of the programs remains true to the spirit of the Act.
