I don't intend to oppose the amendment. My only concern is, as I understand it, this is an amendment expressing the sense of Congress. The language, which is actually my language in the bill which passed the full committee, actually would have called for the implementation and not just the sense of Congress; and this, to me, is another deficiency in the bill and that we are taking, at best, a half step forward. We could have taken the full step. Having said that, I certainly agree in spirit with the amendment. Certainly this is better than nothing. And with that, I will urge the adoption of the amendment.
