Addressing this threat requires steadfast monitoring and proactive actions in every corner where ISIS and al-Qaeda ideology is spreading.

I would just like your observations as to what you believe the effectiveness of these grant programs have been now and going forward.

I certainly would urge the Congress to do all it can to restore the grant money and get cooperation as we move forward on that.
