“I urge adoption of the motion to recommit. The time has come for the majority party to follow through on its commitment to carry out the recommendations of the 9/11 Commission. This is a basic recommendation of the 9/11 Commission. They have said it again and again. This an essential component. Just as many provisions of the base bill were stripped out, now the majority, apparently, is opposing this, again, basic component of the 9/11 Commission. The time has come. You stand with the Civil Liberties Union or you stand with the 9/11 Commission. We stand with the 9/11 Commission and urge the adoption of the motion to recommit.”
