I am a strong believer that the people are smart enough to make tough decisions if they are presented with all the facts clearly and objectively. This legislation does not provide a transparent process of the choices available to Puerto Rico. That is not democracy by any definition. A true system of democracy does not preclude certain options from a ballot, nor does it structure votes in a way to manipulate an electorate. Unfortunately, as we all know, this legislation structures the votes in a way that will prevent a commonwealth option from receiving fair consideration. The process that allowed for the creation of the Commonwealth of Puerto Rico was adopted by Congress. It is a legitimate form of government that is accepted by millions. I, therefore, find it appalling that this Congress will consider precluding a commonwealth as an option for the people of Puerto Rico. Mr. Chairman, joining our Union as a new State is not a step that should result from electoral tricks or engineering. Joining the United States of America must be a decision that a people undertake deliberately, knowingly, and voluntarily. If the people of Puerto Rico wish to become a State, that option should be able to prevail against all other choices. The people should affirm, in a single vote, that they wish to move in that direction. They should not be presented with a series of false choices that are rigged to force the electorate into choosing statehood.
