“I believe a mistake has been made. A small amount of time, in my view too small amount of time, has been allocated to this debate. This is a matter of such utmost seriousness which involves issues of life and death as well as the interpretation of this body of the United States Constitution and the division of powers between the executive and legislative branches, so much so that to provide such a small amount of time is unreasonable and unwarranted in this case. We have the opportunity to provide as much time as we want. We do not have to limit this debate to 2 days. We can give it much more time than that. In that context, again, it seems to me that if we are going to have a fair and open exchange of views on this issue, it is essential that those people who are in opposition to the resolution have as much time as those who are in favor of it.”
