To suggest that crime is on the decline because it hasn't been reported is to suggest that ordinary law-abiding citizens, small businesses have a degree of confidence and therefore are reporting those things that they think should be intervened by law enforcement.
Molinaro argues that unreported crime indicates a lack of community confidence in law enforcement.
