I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Add at the end the following new section: SEC. 3. REPORT. Not later than 1 year after the date of the enactment of this Act, and annually thereafter, the Comptroller General of the United States shall submit to Congress a report on how quality-adjusted life years negatively impacts individuals with intellectual and developmental disabilities and their access to care. The Acting CHAIR. Pursuant to House Resolution 996, the gentleman from New York (Mr. Molinaro) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from New York.
