I have heard nobody on this floor on either side of the aisle say that any plan has more than 25 votes for passage. That is, a health care reform plan. Therefore, this entire argument is being predicated upon something which at this particular moment is not likely to happen. So I remind my colleagues that if health care does not pass this year, and the votes are not there yet, we are stuck with this draconian measure.
