Have you surveyed service members and their families about their satisfaction with TRICARE? If so, what did you find out?

Secretary Carter, we have heard that TRICARE's problems have diminished its quality, access and value, did you assess whether the changes you recommend would improve these?

For the past two years, you have come to us with the same recommendations about consolidating TRICARE plans.

The Department is researching the ability of public-private partnerships to drive additional innovation and efficiency into the Department's information technology environment.

At this time, I cannot specifically identify the kinds of additional authorities that may be needed.

We just received a report from the services articulating their plans to either create separate specialties or designators for cyber.

Cybersecurity continues to grow in its importance as we face threats from state and non-state actors.

Secretary Carter, will you be looking across the services to see if one asks for an exception in a position whose equivalent another service does not request an exception for?

The program needs to be improved.

The Special Victims' Counsel Program--which details a judge advocate to assist and represent sexual assault victims and help them navigate the military justice system--is an important step to increasing everyone's confidence in the system.

I am very concerned that nearly two-thirds of survivors perceive retaliation.

Do you have sufficient resources and authorities to address the problem?

I have long pushed for the importance of using the reserve component to address cyber.

Secretary Carter, what kind of oversight are you currently doing to ensure that the services are developing gender neutral standards?

Human trafficking is a crime that affects thousands of young Americans and families.

So what would we do today? If it was reported that you hear screaming from Afghan military or Afghan troops, from commanders, from children, what would our soldiers do?

So why do you believe that the various troops have reported this were told it is their culture?

I'm very grateful for all the work you've done to protect women's rights and to educate girls.

There are significant costs to the economy if we decide to do nothing.

The northeast has recently experienced a greater increase in extreme precipitation than any other region in the Nation.

From my perspective, the science is clear. Climate change is real.

I believe energy security is absolutely critical to our overall national security.

I applaud DOD's work on energy efficiency initiatives including alternative and renewable energy projects.

What recommendations do any of you have for this panel about how, on the Federal level, we could help you reconstruct that kind of training prosecutor's office by prosecutor's office?
