I am concerned about ensuring the rights to counsel for indigent defendants even in these difficult budget times.

Unfortunately, as a result of sequestration, the Federal Judiciary will have to absorb an almost $350 million cut to your fiscal year 2013 budget.

I have had the privilege of having you before the subcommittee both as chairman of the committee, now as ranking member.

In my view, the largest issue facing your agencies, and indeed the Federal Government today, is the impact of the sequester.

I am particularly worried about our Federal Defender program, where layoffs have occurred prior to sequestration.

I continue to be interested in seeing an increase in the number of minorities selected for Supreme Court clerkships.

So you are concerned that these cuts will just add to that.

To say the least, the impact is severe.

Director Ware, you made a strong statement about the effect sequestration will have on public safety. I do not disagree.
