It may not rise to the level of a big disaster for a place like New York City, but it is devastating for people in upstate New York.

I want to echo the sentiments of my colleague, the Chairman, about the cyber solarium and the work that has been done on it.

For them, it was catastrophic. For FEMA it was a blip on a screen, and they didn't get any money.

This is the inherently bipartisan effort we are all involved in, and we should proceed in that manner.
