I really hope that when we say, let us make this bipartisan, and I am not saying this to one person, I am saying it to everybody, that we really understand what that means.

I think we ought to dramatically change from whence we get money, and I think we ought to, over a period of time, say we only get money from our home States.
I think it is really important that the people know if we do pass some additional reforms that they are going to be enforced and that we are enforcing the current rules and regulations that we have in place today.
It is also important that we weigh the proposed reform's reporting requirements and the costs and administrative capacity that will be incurred to administer them versus the benefit derived from a more transparent system.
It is out of control. We all hate it, and it is about time we collectively think about how we can get off the treadmill that has given rise to the Abramoff abuses of the system.
