On September 11, a dagger was struck into the heart of the city of New York that has left a gaping wound for the last 2 months. That wound has not healed; has not even been bandaged. It is bleeding. New York City is still bleeding today and will continue to bleed. We have the best economic surgeons, the best economic doctors in the world. They know how to fix it. They know what medication the wound needs, but they are saying they just cannot get the right dosage. Mr. Chairman, that is what we are talking about here. We are asking for the money that was promised to the city. That is all.
