I want to rise in strong and full support of the Victims' Tax Relief Act of 2001. This is just, I think, the beginning of what we are going to have to do to help to provide for many of the victims of this terrible tragedy. In first blush, looking at it, I would prefer to see that there is no tax at all for these people, their families included, for whatever income they make. These people are going through incredible, incredible tragedy right now. I received word that the HAZMAT unit in New York, which is located in my district, is right now missing 19 members of that particular unit. So the fire department alone will have to rebuild, and I do not know if we will ever know exactly what it will take to do that. But these families are going to have to rebuild. Whatever little we can do today in reducing the estate tax by about half of what it is and exempting the income in the taxable year of their death for military, Federal, military and civilian employees from paying Federal income tax I think is the least that we can do in support and solidarity with the victims of this atrocity.
