I would like to call this the comity before the storm. It is interesting that we have such comity here in the House on the floor dealing with the FACT Act, the Fair Credit Reporting Act. This has been a bipartisan piece of legislation. It is interesting that we will take up a bill later on this evening that will not be as bipartisan, and it certainly will be a more partisan bill. I want to thank the gentleman from Ohio (Mr. Oxley) for his extension of his arm. I wish the other committee, the Committee on Ways and Means, would act in kind; and hopefully that will happen at some point. I want to thank the ranking member, the gentleman from Massachusetts (Mr. Frank), for his work on this bill; the gentleman from Alabama (Mr. Bachus), the subcommittee chairman; the ranking member, the gentleman from Vermont (Mr. Sanders). Although he has indicated he will not support the bill, he certainly acted in a very bipartisan manner in helping to craft the legislation. This bill represents the best of the House where Democrats, Republicans, and Independents work together to craft a bill that addresses real problems. But besides good procedure, this bill is also good policy. It will provide permanency to our Nation's credit grantors to ensure the easy and available flow of capital to our constituents.
