Mr. Chairman, I seek to clarify language in the underlying TARP legislation. As you know, New York has been battered by the financial crisis, and unemployment, like in most States, has been drastically increasing. It is my understanding that TARP recipients can use TARP funds to provide funds to local small businesses to free up capital, preserve jobs, and support wages of their employees during these difficult times. Is that correct?
