It is a fair question, and one we have debated for years.

Thank you, Mr. Chairman. Let me begin by thanking all concerned for holding this hearing.

So in other words, even the cost figure is not a real cost figure, because it includes transfers.

In terms of its costs, but it says nothing about its net benefits or net costs.

So as of now, this touted $250 billion cost is a number that means nothing, because it is just one side of the equation.

At its core, the purpose of the tort system is to apportion responsibility and to allocate costs based on how each of us observes or fails to observe our legal duties to one another.

I am confident we will approach these debates with goodwill and mutual respect.

I want to congratulate you on another Congress as Chairman of this Subcommittee.

I don't understand how a unilateral determination by an executive branch official without any judicial involvement can be considered due process in any form.

My point was that however narrow or broad the basket, and I am not suggesting broadening it, you have to answer that question first--Are you an enemy combatant?--and have the procedural due process.

But who can determine that under what standards, and what precedents do we have?

Either this person is an enemy combatant, or he is not.

Isn't it the case that if Russia or China or someone were doing what Mr. Cole posits, that we would condemn that out of hand?

We need due process, but not judicial process.

I was simply suggesting that none of this makes any sense until you have determined that someone is an enemy combatant.

There is legislation called the United American Families Act which would establish an equivalency so that... we will not have the cruelty of keeping loving couples apart.

It seems to me that there is one further thing that any good immigration reform should do, and that is to eliminate unjustified, invidious discrimination that is present in the system.

I can't imagine anyone wants to tell the community they should remain vulnerable, given what just happened there.

Now that the area has been devastated by Sandy, it is more important than ever that the project be completed as originally intended and funded.

People ought to be paid for their service.

Israel has two official languages, English and--I am sorry, Hebrew and Arabic.

We need look no further than experience in Iowa to confirm that this fear is not unfounded.
