Well, I do not remember the exact date, but people were talking about this commission not long after 9/11. And, in fact, in early 2002 they were doing it. In July 2002, I quoted this before, the administration issued a statement of policy opposed to the creation of such a commission. In July of 2002, which meant in the spring of 2002, people were pushing it. So 2 years ago, or 2½ years ago.
