Mr. Speaker, the gentleman was incorrect in his statement to the bill. The bill says the determinations, identifications, findings, and designations made pursuant to, et cetera, shall not be subject to judicial review. Designating an individual as a significant foreign trafficker is not, under this bill, subject to judicial review. So the President or the bureaucrat has the absolute authority to say he is a foreign narcotics trafficker. If he thinks he is not, his lawyers in the United States cannot appeal it in court and no evidence is necessary. And that is simply, as was said before, un-American.
