I do think this bill should contain a specific amount. I would be willing to withdraw this amendment if we have the agreement that we will try to work out by Tuesday a specific amount which we would then put into the bill and, if we do not reach that, we can have at least a voice vote on this amendment. But I do think we should have a specific amount, not simply in mind with which to go to the Committee on Appropriations but in the bill.
