I thank the gentlewoman for yielding. Madam Chairwoman, while the estimate of the economic impact of any rule by the GAO would be highly speculative and should be considered with caution--as the GAO itself said--this rule would at least lessen the harm that this dangerous bill would effect. Although this amendment does not cure all the ills in the REINS Act, the amendment would at least reduce the number of rules REINS would apply to, and, therefore, I support the amendment.
