“to show the egregious nature of the misconduct engaged in by the committee report, I have here the reports from the 107th Congress, the 106th Congress, and several other Congresses on these same amendments. In the 107th Congress, an amendment was offered prohibiting H.R. 476 from applying with respect to conduct by a grandparent or adult sibling of a minor; 106th Congress, to exempt grandparents and adult siblings of the minor from the provisions of the bill; 106th Congress, four amendments were offered en bloc by the gentlewoman from Texas (Ms. Jackson-Lee) to exempt ministers, rabbis, pastors, priests, other religious leaders from the provisions of the bill. In no case in these prior Congresses was the slander and libel about sexual predators mentioned. That has changed for this Congress. It has changed because of a dishonest report.”
