Yes, essentially I do. I do believe it is a waste of time and that it is a ridiculous proposal. We have rejected it six times in 6 years. We are going to reject it again. The gentleman knows that, and we ought to be debating the appropriations bills. We ought to be debating the reorganization of our homeland security. We ought to be debating a prescription drug bill for Medicare. We ought to be debating Social Security. We do not have time for all that, we are told. We have time for this.
