I just came on the floor, and I understand that in previous discussion concerning the rule a statement was made about a vote I cast a number of years ago on similar coverage. That was in 1987, I believe, about congressional coverage. My recollection is that at that time the amendment was offered by Mr. Shaw and I voted in favor of it. It is also a matter of record that I voted for this provision, the Gekas amendment, in the Judiciary Committee bringing this bill to the full House.
