the previous speaker was a Democrat, and he was bragging about how small these deficits are in the next 5 years under the Clinton program. Let me read them to you, ladies and gentlemen. In 1995, $171 billion; that is small? In 1996, $166 billion; that is small? In 1977, $183 billion; that is small? It goes on and on. In 5 years it increases the national debt by another $1 trillion, ladies and gentlemen. You are going to have a Republican alternative offered today that is going to cut those deficits substantially. you are also going to have a bipartisan balanced budget presented to this body around 4 or 5 this afternoon which actually balances the budget and begins to show surpluses at the end of that 5 years. I hope you will pay a lot of attention to this because this is a chance to turn around this sea of red ink which is ruining this country.
