The fact is that under this rule, no specific budget waiver is included. We are giving a blanket waiver but there is nothing in here that is going to waive the Budget Act specifically. Mr. Speaker, Members are entitled to know that and that is why I say any rule we bring to this floor ought to cite the specific waivers so Members know what they are voting on.
