If that were the case, we would not be trying to offer any amendments that are in the form of legislating in an appropriations bill. the reason we asked to have amendments made in order upstairs is because there are 135 instances when the Committee on Appropriations is legislating. Let me just give the gentleman two here because these are the two I questioned, and there are 135 of them.
