the gentleman knows we have the greatest respect for him, but this is not an attempt to kill the bill. This is simply an attempt to make one amendment in order that was not made in order under the rule. It is a very, very germane amendment. It is very critical to the bill. We would like to have the opportunity to not only debate it for 5 minutes, but to vote on it.
