The documentary requirements for aliens desiring to enter American possessions outside the United States, except the Philippine Islands, are to be prescribed by the competent authorities in such possessions.

I hereby prescribe the following documentary requirements for aliens desiring admission into the United States.

In cases of emergency the Secretary of State is authorized in his discretion to waive passport and visa requirements for a non-immigrant alien.

Just keep up your fine spirit and don't let anything at all discourage you.

I do hereby further exempt Luther L. Browning from the provisions thereof and continue him in the service until April 1, 1936.

The American people will clearly see that the Housing Act provides for the Nation a way back to recovery and prosperity.

By virtue of and pursuant to the authority vested in me by title II of the National Industrial Recovery Act, approved June 16, 1933.

The maintenance of fair competition alone calls for American flagships of sufficient tonnage to carry a reasonable portion of our foreign commerce.

I propose that we end this subterfuge.

Executive Order No. 5790, dated February 2, 1932, withdrawing, with other lands, public lands in T. 8 S., R. 23 E. of the New Mexico principal meridian, New Mexico, is hereby revoked as to the lands in the said township.

I hereby designate and appoint the Secretary of the Interior as the agent of the President to execute all of the powers and functions vested in the President by the said Act except those vested in him by section 4 thereof.

I do hereby exempt Joseph W. Austin from the provisions thereof and continue him in the service until March 1, 1937.

I hereby adopt and approve the report, recommendations and findings of the National Industrial Recovery Board.

I do hereby exempt Jacob L. Nuber from the provisions thereof and continue him in the service until March 1, 1936.

I hereby adopt and approve the report, recommendations and findings of the National Industrial Recovery Board and do hereby order that the said Agreement be and the same hereby is approved.
