But on the concept of an international criminal court I believe it is in the interest of our country to pursue one. This amendment offered by our colleague from North Carolina merely states that in the terms establishing such a court, the court will take no action infringing upon or diminishing the rights of any citizen of the United States under the fourth and first amendments of the United States Constitution.
