You do not defend positions that the Senate has placed in the appropriations. You kill it. If the gentleman had put ``forthwith,'' he would have been helping. I cannot believe, based upon the time and experience the gentleman from Wisconsin has had in this body, that he does not know that ``promptly'' kills it and ``forthwith'' helps it. That is the difference between ``I love you'' and ``I hate you.``
