I would like to comment for a few minutes on an issue that I think is part of the appropriations bill before us and certainly one of the real issues that all of us are concerned about and that is health care and how we begin to deliver health care in a way that is more workable than what we have had in the past. ... But we all want 'Cadillac' health service. I understand that. Most of us live, in many ways, in the market as to what we can afford, but health care has more demands because we all have problems with our health and it is very costly to deal with that.
