Transfer. If there is a surplus, take the money and transfer it to the Federal Reserve Bank. The Social Security surplus is to be transferred. I would ask my colleague, the gentleman from New York, if he is going to transfer Social Security surplus monies, and we have been talking about the trust fund involving billions and trillions of dollars in terms of obligations. The Congressional Budget Office, is the facility that we use to estimate the cost of legislation, therefore I would ask the gentleman from New York, does he have a cost estimate of this transfer?”
