Competitive sourcing seeks to streamline Federal agencies. This has been going on, by the way, for a long time. In 1996 we passed the FAIR Act and began to do something with it. There were different kinds of reactions to it. There were some efforts made in the Clinton administration that did not go very far to utilize this. Then 2 years ago we started to revamp the thing a little bit and make it work. That is what this administration has done--to make the Government more accountable to the taxpayers, to reduce the Government's direct competition in the private sector. These are the purposes of this competitive sourcing. The President's competitive sourcing initiative is designed to improve performance and efficiency. That is really the bottom line.
