I was amazed as to how certain the gentleman from Washington was that the President would veto it. I think that certainty does not come from knowledge; it comes from fear that the President will, in fact, sign the legislation because it is a reasonable compromise and is going to leave a lot of people who have been very unwilling to be reasonable out on the limb. Mr. Speaker, we are going to test that hypothesis very soon because I believe the President will sign this very responsible health insurance reform package.
