I am actually having a little difficulty understanding the last exchange, since under Federal law all corporate money, whether it is foreign or domestic, is not allowed to be in campaigns. This bill deals with individual contributions which are legal under the Federal Election Act, and the gentleman from Nebraska wishes to say that there is an additional criteria on individuals to contribute, and that is that they must be citizens.
