I rise basically to support the Dole amendment. I rise to urge that we pass this bill. There will be changes. There should be changes. There should be great debates. There are differences of view. But those things can, indeed, be resolved. The point is we have come to the time, the monumental time in which we can reform welfare--almost everyone says welfare needs to be reformed--and yet we go on and on in great detail and, indeed, risk the opportunity of passage of this bill. So I rise to suggest to my colleagues that we need to move forward. We need to consider the amendments. We need to consider the ideas. Mostly, however, we need to be committed to taking this opportunity to passing welfare reform. It is a historic time.
